India votes for UNHRC resolution against Lanka

Overcoming its dithering, India on Thursday voted for a US-sponsored resolution at the UN's top human rights body censuring Sri Lanka for alleged rights violations during the war against LTTE.

India had initially shown reluctance to vote on a nation-specific resolution but had to change its stand under severe pressure from political parties in Tamil Nadu, particularly DMK which had threatened to pull out its ministers from the UPA government at the Centre.
With 24 votes for, 15 against and 8 abstentions, the 47-member UN Human Rights Council (UNHRC) adopted the resolution which noted with concern that an internal inquiry report in Sri Lanka does not adequately address "serious allegations" of violations of international law.
It also asked Colombo to present as expeditiously as possible a comprehensive action plan detailing the steps to implement the recommendations of the Lessons Learnt and Reconciliation Commission (LLRC) and to address the alleged violations of international law.
Sources said India decided to vote after persuading the resolution-sponsor to make two changes in the draft so that it became "non-intrusive" and contribute to political reconciliation process in the island.
India did not participate in the debate but voted with countries like Austria, Belgium, Czech Republic, Italy, Spain, Switzerland, Uruguay and the US.
Many of India's neighbours, including China, Bangladesh and Maldives, and Russia, Kuwait, Saudi Arabia and Indonesia were among the countries that voted against the resolution which asked the Sri Lankan government to implement the constructive recommendations of the LLRC.
In a veiled attack on India, Sri Lankan Foreign Minister G L Peiris, who was present during the voting, said the most distressing feature is the reality that voting at the Council is now determined not by the merits of a particular issue but by strategic alliances and domestic political issues in other countries, an apparent reference to the politics in Tamil Nadu.
However, Indian sources pointed out that it was successful in bringing about the change in the resolution to add a paragraph which said "recalling Council resolutions 5/1 and 5/2 on institution building of the Human Rights Council" to give a context.
The other change was in reference to the wording of the last para of the resolution which speaks of providing advice and technical assistance on implementing the steps suggested in the resolution.
The amendment makes it clear that the advice and technical assistance would be provided "in consultation with and with the concurrence of" the government of Sri Lanka that made the resolution "non-intrusive", Indian sources said.
Tabling the resolution, the US said Colombo had been given three years to hold its own investigations into the allegations of serious violations but given the lack of action it was appropriate that the Council be pushed to do so.
"An enduring peace will be unsustainable without meaningful steps to foster national reconciliation and accountability," US envoy Eileen Donahoe said.
She also said that India's backing was very helpful because it was a close neighbour.
"We see India's support as nothing but positive."

A former nun's tell-all story which details illicit relationships, sexual harassment and bullying in the convent where she spent three decades is causing ructions in the Catholic Church in the south Indian state of Kerala.
In Amen – an autobiography of a nun, Sister Jesme says when she became a nun she discovered priests were forcing novices to have sex with them. There were also secret homosexual relationships among the nuns and at one point she was forced into such a relationship by another nun who told her she preferred this kind of arrangement as it ruled out the possibility of pregnancy.
"I did not want to make this book controversial. I want to express my feelings and to explain what happened to me... I want people to know how I have suffered," she told The Independent last night, speaking from the town of Kozhikode. "People say that everything is OK, but I was in the convent and I want them to know what goes on. I have concerns for others."
Sister Jesme, who quit last year as the principal of a Catholic college in Thrissur, alleges senior nuns tried to have her committed to a mental institution after she spoke out against them.
In her book, she says that while travelling through Bangalore, she was once directed to stay with a purportedly pious priest who took her to a garden "and showed me several pairs cuddling behind trees. He also gave me a sermon on the necessity of physical love and described the illicit affairs that certain bishops and priests had". The priest took her to his home, stripped off his clothes and ordered her to do the same.
She also alleges that while senior staff turned a blind eye to the actions of more experienced nuns, novices were strongly punished, even for minor transgressions. She was not allowed to go home after she learnt her father had died. "I was able to see [the body of] my father barely 15 minutes before the funeral," she writes. "The [response] of the superiors was that the then senior sisters were not even lucky enough to see the bodies of their parents."
When she resigned as a college principal, she claimed convents had become "houses of torture", saying: "The mental torture was unbearable. When I questioned the church's stand on self-financing colleges and certain other issues, they accused me of having mental problems. They have even sent me to a psychiatrist. There are many nuns undergoing ill-treatment from the order, but they are afraid of challenging it. The church is a formidable fortress."
The allegations are not the only controversy to rock the Catholic Church in Kerala. Last summer, a 23-year-old novice committed suicide and left a note saying she had been harassed by her Mother Superior. Reports suggest there have been a number of similar suicides. And in November, police in Kerala arrested two priests and a nun in connection with the killing of Sister Abhaya in a notorious 1992 murder.
Last night, a spokesman for the Syro-Malabar order of the Catholic Church, Dr Paul Thelakkat, dismissed Sister Jesme's allegations as a "book of trivialities". "It's her experiences, but these are things that might creep into a society of communal living," he said. Asked if the church would be shocked by the allegations, he replied: "Absolutely not. The church knows about these things."

23 मार्च (शुक्रवार) से प्रारम्भ हो रहा है  भारतीय नव वर्ष
नई दिल्ली मार्च 22, 2012। भारतीय नव वर्ष विक्रमी संवत् 2069 कि प्रतिपदा (पहले दिन) के स्वागत के लिए विश्व हिन्दू परिषद व उससे जुडे अनेक धार्मिक व सामाजिक संगठनों कई कार्यक्रमों का आयोजन करेंगे। हवन यज्ञ, सत्संग, प्रभात फ़ेरी, वाहन रैली, गोष्ठी व दीप दान जैसे अनेक आयोजन नये साल की अगवानी के लिए आयोजित किए गये हैं। ये कार्यक्रम 23 मार्च से एक सप्ताह तक चलेंगे। इसी दौरान श्री राम महोत्सव की तैयारियां भी जारी हैं तथा इनका समापन 31 मार्च को दिल्ली के राम लीला मैदान से शुरू होने वाली श्री राम नवमी की विशाल शोभा के द्वारा होगा।
विहिप दिल्ली के मीडिया प्रमुख श्री विनोद बंसल ने बताया कि आज हमारे झंण्डेवालान स्थित कार्यालय में हुई बैठक में निर्णय लिया गया इस वर्ष की शुरूआत धमाके दार तरीके से होगी। इस अवसर पर दिल्ली के कोने कोने में हवन यज्ञ, सत्संग, प्रभात फ़ेरी, वाहन रैली, गोष्ठी व दीप दान जैसे अनेक आयोजन नये साल की अगवानी के लिए आयोजित किए गये हैं। ये कार्यक्रम विक्रमी संवत् 2069 के प्रथम दिवस चैत्र शुक्ल प्रतिपदा यानि 23 मार्च से एक सप्ताह तक चलेंगे। इसी दौरान श्री राम महोत्सव की तैयारियां भी जारी हैं तथा इनका समापन 31 मार्च को दिल्ली के राम लीला मैदान से शुरू होने वाली श्री राम नवमी की विशाल शोभा के द्वारा होगा।

                Half a million people die every year from tuberculosis in South-East Asia: WHO

New Delhi, 22 March 2012:  The number of people with tuberculosis in the WHO South-East Asia Region has decreased by about 40% since 1990, due to improved detection and treatment.  According to the World Health Organization, half a million people in the Region die every year from the disease.  The South-East Asia Region has almost half of all the world’s tuberculosis cases, and five of the world’s 22 TB high-burden countries. India alone accounts for a quarter of all new cases.   On World TB Day 2012, which is observed on 24 March, WHO calls for greater partnerships with all sections of society to eliminate this disease.

According to Dr Samlee Plianbangchang, Regional Director, WHO South-East Asia: “Partnerships, education and empowerment of the people as part of primary health care, are key to eliminating TB.  Partnerships, with NGOs, public and private hospitals, and others, since the 1990s, contributed to about 25% increase in case notification and more than 90% of the treatment success rate. However, tuberculosis is a disease of poverty and unless we reach the poorest of the poor, and focus on prevention and education, we cannot eliminate the disease.”

According to the WHO annual report on tuberculosis titled Tuberculosis Control in the South-East Asia Region 2012”, the South-East Asia Region registered an estimated 5 million prevalent and about 3.5 million incident TB cases in 2010.  Though the death rates in the Region have declined due to successful implementation of the DOTS (directly observed treatment, short course), the disease still claims about half a million lives a year in the Region.

A growing number of multidrug-resistant tuberculosis (MDR-TB) diagnosis and treatment sites are being established in the Region. In 2010, almost 4000 MDR-TB patients were put on treatment.  There are currently 105 000 MDR-TB cases estimated in the Region.

Collaboration between TB and HIV control programmes is also improving substantially but need further strengthening.  In order to successfully control TB, national TB programmes also needs to address new issues such as the fragile funding situation, the introduction of new/rapid diagnostics, scaling up civil society’s involvement and addressing TB-diabetes and other co-morbidities.

CAG Estimates 33,169 Million Tones Coal Blocks = $5Trillion Loot

When more than 80% of Indians are extremely poor not even spending Rs.600 to Rs.1000 per capita per month – this is average figures. Since 1999 India has allowed over $50 Trillion worth of our Natural Resources – Oil & Gas, Coal, Mines and Minerals, Prime Land for Industrial and forestry etc free of cost.
The money that could have been invested in serving Poor, Farmers, Students, SMEs, Workers is Enriching few Corporate Families and filling Foreign Bank Vaults.

Since average price of Coal in international market is $150 per tone likely go up many fold the Corporate Loot far exceed $5Trillion.

CAG has grossly under estimated loss to public at just $200b.

CAG also grossly under estimated loss in case Oil & Gas blocks also in case of Reliance.

Minimum loss due to Oil & Gas, Coal and mines and minerals could be $25 Trillion.

As per Supreme Court order – GOI is custodian of our natural resources.

It gross mischief of JINDAL to suggest few Corporates generates all the wealth and 1210m people in India do nothing.

GOI is empowered by the Supreme Court judgment to AUCTION all our Natural resources.

Govt plans to implement Food Security Bill by year-end:

Government on Wednesday said it plans to implement the National Food Security Bill by the end of this year.
“We intend to implement the Food Security Bill by end of December, 2012,” Food Minister K V Thomas told reporters on sidelines of an event organised by YES Bank and The Hindu Business Line.
He said as per the projections of the Agriculture Ministry, the government has enough foodgrains to meet the requirements of Food Bill as well as exports till 2014.
The National Food Security Bill was introduced in the Lok Sabha in December, and it is being vetted by the Parliamentary Standing Committee.
The ambitious food security programme of the UPA government aims to provide legal entitlement over subsidised foodgrains to 63.5 per cent of the country’s population.
Once the new food laws are implemented, Thomas said, “The subsidy bill will go up to Rs 1.12 lakh crore. The government has capacity to absorb additional subsidy of Rs 3,000-4,000 crore”.
For the current fiscal, the food subsidy is estimated to be around Rs 88,000 crore, which will go up to Rs 1.09 lakh crore with revision in 2000 census and 1993-94 poverty line estimates, he said.
