DGCA Suspends Kingfisher’s Scheduled Operator’s Permit

Director General Civil Aviation (DGCA) has suspended the Scheduled Operator’s Permit of Kingfisher Airlines dated  26.08.2003 pursuant to Clause 15(2) of Schedule XI  of the Aircraft rules 1937 read in conjunction with Para 10.21 of CAR Section 3, Series C Part II. The permit has been suspended with effect from 20th October, 2012 till such time the Kingfisher Airlines submits a concrete and reliable revival plan ensuring safe, reliable, efficient and sustainable Scheduled Air Transport Services to the satisfaction of DGCA. 
The DGCA decided to suspend the Airline’s permit after examining the Airline’s reply received on 19.10.2012 to the Show Cause Notice served on them by the DGCA dated 5.10. 2012 which was not found satisfactory.
DGCA has observed that the Kingfisher Airlines have not addressed any of the issues raised by the DGCA during the meeting held with the Airline on 02.10.2012 and the points raised in the show cause notice.  They were asked to submit their operational preparedness plan for resumption of flight operations.  Instead, they have sought more time to file a reply to the show cause notice not indicating any time frame for submitting the detailed response; therefore, the request could not be acceded to by the DGCA.

Deadly clashes in ex-Gaddafi bastion, confusion over arrest

Clashes in a former bastion of Muammar Gaddafi killed at least 26 people as confusion surrounded the fate of one of his most-wanted former aides a year after the dictator's death.  

The government had announced on Friday that Mussa Ibrahim, mouthpiece of the toppled regime, had been captured in the town of Tarhuna, between Bani Walid and Tripoli.
But later a government spokesman said there was no confirmation of the capture and an audio tape surfaced purportedly with Ibrahim himself denying the news.
As fighting around ex-Gaddafi stronghold Bani Walid killed at least 26 people and left 200 wounded on Saturday, according to an agency tally, Mohammed Megaryef, president of the national assembly, gave a sombre assessment of the post-Gaddafi period.
Not all areas had been successfully "liberated", he said, adding that Bani Walid was sheltering criminal elements and die-hard loyalists of the former regime.
Megaryef, Libya's de facto head of state, warned that loyalists, particularly those sheltered in Bani Walid, continued to pose a threat to the country.
"The campaign to liberate the country has not been fully completed... Bani Walid's misfortune is that it has become a sanctuary for a large number of outlaws and anti-revolutionaries and mercenaries," he said.
A few hours after his speech, the office of the prime minister announced the arrest of Ibrahim.
But there was confusion after the later government denial and the posting on Facebook of an audiotape purportedly from Ibrahim, in which he also paid hommage to fallen dictator Gaddafi, who was killed on 20th October, 2011.
"On the subject of my arrest today... it is an attempt to draw attention away from the crimes committed by NATO's rebels against our people in Bani Walid," said the man identifying himself as Ibrahim.
The authenticity of the report could not be immediately confirmed.
Forces linked to the army, most of them former rebels, have this month encircled the hilltop town of Bani Walid in a bid to bring to justice the men who kidnapped and allegedly tortured Omran Shaaban, an ex-rebel credited with capturing Gaddafi.
Fierce fighting erupted on Friday as pro-government forces pushed closer to Bani Walid's centre in a bid to snuff out diehard former regime loyalists, said Colonel Ali al-Sheikhi, spokesman of the chief of staff.

Congress President Sonia Gandhi kick-started the poll campaign in Himachal Pradesh with a scathing attack on the BJP-led govt and accused it of not making any efforts to take the benefits of Central schemes to the poor and needy in the state.

Addressing a rally in Mandi on Monday, Gandhi said Central funds to the tune of Rs 10,000 crore allocated to the state had lapsed last year as the BJP government did not make adequate efforts to implement various Central schemes in the state.

"There is a difference between the promises and actual work of the BJP," she said and charged that the saffron party was only pretending to fight corruption and rising prices and did little efforts on the ground.

"These people (BJP) are taking big about tackling corruption when they themselves are deep into it. Their fight against corruption is just a show off. Before raising a finger against corruption they should introspect," she said.

Gandhi said it was a matter of shame that corruption had afflicted the system of governance and said only the Congress party had made attempts to tackle it head on by implementing the Right to Information law.

"Who brought the RTI Act? Did the BJP enact it? It was the UPA which brought the RTI Act to tackle corruption," she said.

Gandhi sought to defend the recent hike in diesel prices contending that it was inevitable because of the increase in international crude prices.

The UPA chairperson, however, pointed out that Congress-ruled states had reduced VAT on diesel to cushion the impact of the diesel price hike, a move which was lacking in the BJP-ruled states.

Elections to the Himachal Pradesh assembly are scheduled to be held on 4th November.

Gandhi said UPA had taken efforts to remove corruption by getting the Lokpal Bill passed in Lok Sabha, but it was stalled in Rajya Sabha by the BJP.

"It (BJP) is not against corruption but against Congress," she claimed.

Referring to rise in prices of essential commodities, she said it was a matter of deep concern but India could not remain insulated from global trends.

She criticised the BJP government for opposing FDI in multi-brand retail and said it would benefit farmers whose products would directly reach the market.

"It is for the states to allow or not to allow FDI in retail but it is in the interest of both the growers and consumers who would get commodities at reasonable prices," she said.

The AICC president said the UPA government had accepted one-rank-one-pension for armed personnel and also hiked the pension of ex-servicemen, doubled the wages of Anganwadi workers and helpers, and waived off loans of farmers.

Besides, it has given employment to rural people under MNREGA, free education to all children in age group of 6-14 years under RTE and helped thousands of women through self help groups, she said.

HPCC president Virbhadra Singh, Union Minister for Commerce and Industry Anand Sharma, Senior Congress leader Vidya Stokes and former HPCC chief Kaul Singh were present at the rally.

CAIT ALLEGES   SCAM IN UNSUAL CONCESSION TO GLOBAL  RETAILERS IN FDI IN RETAIL
 
CAIT URGED PRESIDENT TO ORDER FOR A PROBE
 
 
The Confederation of All India Traders (CAIT) today said that it believes that there has been some sort of a deal between the government and the multinationals that has resulted in major variations compared to the statement on FDI in Retail, laid by Union Commerce Minister Mr. Anand Sharma on 25th November, 2011 at the floor of the Parliament and the Notification issued by the Government on 20th September,2012. “What has caused these variations?” questioned Mr Praveen Khandelwal, Secretary General of the CAIT. “The government owes an explanation to the people of this country.”-The variations are major departures and sharply highlight how the government is acting against the interest of its people to favour the multinationals-added Mr. Khandelwal. Taking it as a serious matter, the CAIT has today sent a communication to President of India Shri Pranab Mukherjee to order for an independent probe in to the circumstances as to what happened between the ten months that forced the Government to make such major variations.
 
CAIT National President Mr. B. C. Bhartia and Secretary General Mr. Praveen Khandelwal in a joint statement today said that in the policy announced in the Parliament, 30% procurement from small and medium industries was stated as mandatory, and the Minister had made repeated references to this in mass media to sell the policy. However, in the notification it has been added that 30% procurement shall be calculated on the total procurement of first five years by global retailers. “This is a huge variation and leaves the policy without any teeth, as it gives enormous room for non-conformity. How will any government keep track of this over five years and ensure this is done?” questioned Mr Bhartia.
 
 
Another major variation relates to the location of retail outlets. The policy stated in parliament said that foreign retailers can open only in cities having population of more than 10 lakhs as per census 2011. The notification has been changed to say that in states which do not have cities with population of more than 10 lakhs, the multinationals can open outlets in any city of their choice. “This makes a mockery of Parliament and exposes the falsehood of the government” said Mr Khandelwal.
 
 
The CAIT shall be writing to all political parties to raise the issue of breach of privilege in forthcoming winter session of the Parliament. These variations will facilitate the global retailers to spread their wings without any hurdles and enable them to monopolize the retail trade in the country. The policy is hugely detrimental to the interest of not only the small industries but will have adverse impact on Farmers, Traders, Hawkers, Labours, Small industries and other sections of retail trade.

THAWORN WINS HERO INDIAN OPEN WITH FINAL ROUND HEROICS; KAPUR BEST INDIAN AT FOURTH

Bengaluru, India, October 21: Thaworn Wiratchant of Thailand pulled off a sensational win in the play-off and won his third Asian Tour title this season at the Hero Indian Open by defeating Richie Ramsay of Scotland on the first play-off hole on Sunday at the KGA, which was teeming with excellent gallery.

It was the fourth play-off at the Indian since 2000, when Jyoti Randhawa beat Sammy Daniels at Classic Golf resort Gurgaon and then in 2006 Randhawa beat SSP Chowrasia and Vijay Kumar in Delhi Golf Club and in 2009, C Muniyappa beat Lee Sung at DLF.

Shiv Kapur was the best Indian golfer as he shot a 66 for fourth place on 272.
 
Anirban Lahiri of India, a two-time Asian Tour winner, Arnond Vongvanij of Thailand and Jaakko Makitalo of Finland were a further two shots back in fifth place.

Kapur, who has four top-five finishes on the Asian Tour this season, was delighted to continue his solid form where he posted a flawless round highlighted by five birdies.

“I’m happy but not satisfied. I just wanted to go out there and shoot my heart out. This is my national open and Hero is my sponsor. Obviously I would have liked to win but fourth is not bad. My streak of top-five continues,” said Kapur.

Thaworn, who was playing one flight in front of Ramsay, birdied the last hole in regulation play when his seven iron approach shot landed about one feet from the hole as he closed with five-under-par 66 at the approximately US$1.25 million Asian Tour event.

Overnight leader Ramsay needed a par putt on the last to win but made a three-putt bogey for a 68 as the duo returned to the par four 18th hole at the Karnataka Golf Association course.

On a day filled with drama, Ramsay blasted his tee shot into a watery creek and was penalized. His third shot landed in the back of the green and he chipped to about 10 feet past the hole as he two-putted for double bogey.

Meanwhile Thaworn, who won the Hero Indian Open in 2005, made a two putt bogey for the win after hitting his second shot into the greenside bunker. He was stunned by his victory, which propelled him to the top of the Asian Tour Order of Merit.

“To be honest, I didn’t expect to win with the way I was driving the ball this week. It means a lot that I’ve won a second Hero Indian Open title and that I’m now leading the Asian Tour Order of Merit,” said Thaworn, who totalled 14-under-par 270 and won US$198,125.

Thaworn, who was two shots off the lead at the start of the day, struggled with his driver but rallied with acute iron play and a sharp short game in a round of six birdies against one bogey.

“I think I only found two fairways in regulation and I didn’t see where Richie was on the 18th hole until the crowd started shouting. It was a huge surprise to me but I’m glad I won,” he smiled.

Ramsay, who was playing on a sponsor’s invitation, tipped his to Thaworn but rued an unlucky break in the play-off as his remarkable third shot, which he hit over the trees, landed in a pitch mark just after the green.

“I stayed committed to every shot but Thaworn played good. It was mine to win and a very strange thing happened on the last because I’ve been excellent under pressure the whole week,” said Ramsay.

“I had a great third shot in the play-off which landed at the back of the green. If there was a good lie, I would have fancied knocking that in. I could have gotten a very easy up-and-down but it was lying in a bad pitch mark. Some days, things just don’t go your way,” he added.

Thai rising star Panuphol Pittayarat bogeyed the last hole to finish one shot from the play-off.
